State Profiles and Topical Matrices
The ITCA State Profiles provide information for each state on the following topics:
- Lead agency type
- Name of Part C coordinator
- Areas of coordinator responsibility (e.g., Part C only, Part C and Part B 619, etc.)
- Number of lead agency staff
- Basis of authority/structure for implementing IDEA requirements.
- Eligibility criteria and Eligibility tools used
- 2019 child count
- FY 20 federal Part C allocation amount
- FY 20 state Part C allocation amount
- Top three fund sources
- Primary funding source (e.g., federal, state, or local)
- Medicaid structure (e.g., managed care, fee for service)
- System of payment structure (e.g., private insurance, family fees)
- Service coordination model (e.g., blended, dedicated)
- Evidence-based practice models being implemented
- Service delivery system organization
- Provider structure
- Funding flow
- State ICC scope
Eight topical matrices were created around funding, service coordination, basis of authority, lead agency, eligibility tool, family cost participation, provider structures and evidence-based practices. The matrices compare all state responses to key items, to help states quickly identify other states with whom they wish to gather more detailed information or assistance.
These documents can be used to:
- Assist you in identifying other states that have structures like yours
- Find states to reach out to for specific information or questions
- Understand the breadth of state approaches to Part C implementation
- Assist states in focusing their listserv questions to get more specific and helpful resources from other coordinators and state staff quickly.
The profiles will be updated on an annual basis or earlier if changes are needed for correct information.
